Corribus,do you think you will get now mountains of HCMs or do you expect ammounts just slightly bigger than usual?
My question is related to the effectiveness of the new way.

More or less, I agree. I have already seems several forums fallen apart and spoiled to rot by mods not doing anything to fix this issue.

I have no idea. I think however you can agree that the old way of doing things was not particularly effective. So, the new way cannot be much worse.

I'm not going to play "what if". There's no sense to it. I will be dealing with every alleged rule infraction on a case-by-case basis, and only after the infraction has occurred.
If you see a rule infraction that you feel went unpunished, there is a mechanism now by which you may report it, and the Mod Squad will give it due consideration.
That said, I consider everyone to have a "clean slate" at the point the new guidelines were posted, so I will not issue warnings for alleged infractions that occurred before this time.

Thread of the Month
A few notes:
The OSM has an extensive history of excellent posts (and posters), and current active posters may be unaware of some of this history. For a while I've toyed with the idea of bringing some of these old threads or posts to life by highlighting them in a sort of "Thread of the Month" feature. However rather than just decreeing what this will entail, I thought I would invite other OSM posters to share any ideas they might have related to how this could work, or even if there is any interest in it. Some things to consider are:
Should threads or posts be highlighted?
How should they be highlighted, or nominated?
What criteria should guide what threads are chosen?
How old should a thread or post be before it can be nominated?
How frequently should posts or threads be features (i.e., should this be a "thread of the month", a "thread of the week", and "thread of the year", or what?
And so on.
Any thoughts on this are welcome. Please be aware of the rules of this thread, which are described in the thread's opening post. Because I wish this to be a brainstorming session, however, I'm relaxing the 1-post-per-day rule. Post as much as you want on this particular topic, provided it is constructive.

Do I understand it correctly that the idea is that once a month any thread that hasn't already been part of "thread of the month" can potentially be highlighted? I.e. the thread itself doesn't necessarily have to have anything to do with the particular month it is highlighted?

Correct. The idea is to highlight old threads or posts that have high quality and may deserve another read, but which are lost amongst the many pages of threads in this forum. Other than that, feel free to propose any ideas that you have.

Thread of the Week sounds best, though it's more work for the mods.
As for how it should be chosen, I don't think we need too formal of a process - it'd be reasonable to have it work similarly to QP nominations: members message the mods with suggestions for Thread of the Month/Week, and the mod picks whichever got the most suggestions, or if there's a tie, whichever one he likes best. The thread should probably be beyond the second page (or, if it's a post, it shouldn't be on the last two pages of the thread, unless the thread is inactive), but I think that should be the only criterion.

In regard to points 1, 2 and 5, how big of a work burden would it be if the suggested "thread of the week" was chosen under the circumstances an entire thread were to be highlighted? I may be a slow reader at HC, but imagine if we've 3 weeks in succession with 20+ pages long threads? I'd really dislike for such an interesting idea to become "sour" for those who've to do the hard work with such short time. But I am really not sure exactly how the highlighting process will be and perhaps it won't be a lot of work? I guess in that sense points 2 and 5 shouldn't be considered separately.

A monthly circulation seems more realistic to me or it will dry out and get old quite fast. I agree the process shouldnt be too formal and suggestions will do okay. Real old threads may stay unnoticed that way though, so some of you old guns will have to do some digging.

Mainly threads but in cases where a shinning post gets it going after page 6 etc, we can have exceptions. This can be a situational decision.

If it won't be too much work, then I agree with artu in highlighting threads as the main objective would be preferred, with exceptions when deemed prudent.
Also perhaps "thread of the month" could be more in the general sense that any particular highlighting doesn't have to be within a certain time frame, but that's what it'll be in average? So sometimes it'll be more than a month, sometimes a little less, depending on work load and mood?

My first thought is Posts only, since the QPs are often surrounded by jokes, stabs, etc. but it really then depends on purpose. For a debate, one post will likely not do, no matter how good.
I prefer something laid-back. Debates unfolded real-time and idk might not be as good to retrace much later; I'm not anyway, it's more a time and interest thing.
