Nah, I am not joking. When I with Fortress have only money for 3 Creatures, I will take Lizwarriors.
Whith so less money, I wont have Chaoshydras, nor Mighties, so some Shooters will help my slow Army extremly.
All Orcchieftains have in Front are 5 TP, A/D is worse, same speed/damage, they cost 25 more.
18 Lizwarriors are better than 14 Orcchieftainss, no question.

yeah moon u are right who needs drag flies , wyverns and basilisks when he can have some shootes
i bet u rather buy walking deads than vamp lords too

Nah, Walking Deads suck, also I wouldnt say, normal Vamplordamounts(no joiners) would be such great in Endfights.
But maybe you can show me, how Walking Dead can be better than Vamplords, I have no Problem to buy a Lowerlvl Unit before one of Higher lvl., when it seems to be usefull

the only time you ever buy a lower level unit before a higher level unit is... I still don't know. Oh wait! I know! I'd buy Grand Elves before I'd buy Dendroids and that is basically the only time, not including the obvious Troglodytes before Archangles. I mean what if my opponent has blind, then they can't blind those Troglodytes, but they can blind those Archangles.

Well since Fortress is already very, very cheap I don't see why there would be any problem at all to not be able to recruit EVERYTHING with any real trouble in the matter. Mighties are still more useful than lizards. The Capitol alone should be able to give you enough gold to recruit those creatures. Most maps also come with a gold mine, so 5000 gold a day is more than enough. If you think that 28,000 - 35,000 gold isn't enough money to recruit them, then you must be doing some incorrect math.

not money, but resources is the problem. on 160% you start with 10 wood and the wyverns alone cost 15. Most of the time I use my heros' armies + some lizards and gnolls for the whole first week. There is a big difference if you start with lizards prebuilt or not. Later of course lizards dont matter much like any other level 2.

I would say marksmen. Double shoots makes the attack 4-6 damage.

Storm elementals are the best but I don't consider them to be level 2s. Wolf Raiders, Marksmen and Harpy Hags are good. Especially if those Hags are blessed.

Interesting Facts:
It is an interesting debate as to which lv2 is the "best". However, the "best" lv2 might not actually be the "strongest".
If put head to head, a single troop to a single troop, then the numbers don't lie. And this is how the computer rates the monster. For example, if you have one of each lv2 creature in your army, and then check the thieve's guild, you'll find that the computer ranks creatures by their numbers. This means that Storm Elementals will show as your strongest creature.
Likewise, your map editor reveals interesting facts as well. Let's say you are creating a map and decide to place a stack of Lv2 creatures down to guard a mine or treasure chest. The base variable of creatures that you might see are as follows:
1. All Lv2 creatures random generation = 16-25/stack(without growth or customized adjustments)
2. Storm Elementals = 6-12(without growth or customized adjustments)
3. Rogues/Boar = 16-30(without growth or customized adjustments)
As you can clearly see, the game considers Storm Elementals to be the strongest because they are only allowed to randomly appear in half the size of normal Lv2's.
But as we all know, there are many more factors that can influence the battle-capability of a creature. Excluding all influences and focusing solely on the creature itself, I would vote for Storm Elementals. However if you consider spells, terrain, Hero bonuses, and siege performance, then I would consider Harpy Hags to be the most powerful. Their damage is not reduced through a castle wall. They can receive morals bonuses. They strike from a distance and return forcing melee attackers to traverse the distance. They have no retaliation. All beneficial spells work on them. Their speed is among the fastest of Lv2 creatures. They receive the terrain speed bonus for Subterranean which comprises of all underground areas. They are considered evil aligned therefore benefit from evil fog. And something else that should be considered: No Hero has Storm Elementals as his/her special unit therefore there is no Hero that will increase the Storm Elemental's Strength/Defense/Speed/Damage.

My oppinion:
1. Marksmen (double shot owns)
2. Harpy Hags (annoying)
3. Lizardmen (archers)
4. Battle Dwarfs (say 'fresh meat' when they walk and you'll love them )
5. Wolf Riders (really quick)
6. Walking Dead (funny)
7. Magogs (archers, but I hate the big explosion)
8. Gorgoyles (just boring)

2nd lvl is much easier I think cause some are really good and some lvl 2 are really worthless.
1. Storm Elementals. Giving them lvl 2 status is just weird, but so is the whole conflux town. As powerful as other lvl 3 at least.
2. Marksmen. Really not that great but is a shooter that fires twice.
Do pretty poor damage though. Still vital for Castle early.
3. Harpy hag. This was a close call between them and marksmen. Fast unit without retal and they even return back. Can fight many units without losses.
4. Wolf Raider. This unit could be no 2 also but it's all about how long they are allowed to live. 10 hp is just hopeless especially when defense is so low. Almost like a centaur capt that hit twice.
Also hard to keep alive early when they are much less useful.
5.Lizzard Warriors. Very underestimated. Last longer than marksmen because of the high defense but being the only shooter of Fortress having low offense and only one shot is the backside.
6.Battle dwarves. Upgraded these units are much more useful. 40% resistance and 5(6 on grass) in speed is decent, not to mention 20 in hp and very good defense.
7. O. Gargoyles. Well, it's almost a tie with the dreaded magogs but only cause at least they have some speed u can use them to block shooters and be used as fodder.
8. Magogs. Only unit in the whole game where u loose by upgrading them. And if u don't upgrade them u get a hopelessly poor combo of imps and gogs who will be ran over by the rampart combo of elves and cents in the early game. Even though the cost is almost the same.
Terrible....
9. Zombies. Why are they even in the game? When u might as well put them in the transformer and make skells out of them u know they stink.
