Sub-project BALANCE-UP
The first thing we have to do here is building a list of unbalanced things. Each item will then be disscused separately in its own thread to work out a solution.
Current Unbalanced-list
1. Necro town : huge amount of skeletion through Necromancy skill

Its rather let the engine maintain the rules than the players, isnt it.
If u want to play with (m)any people, rules should be hardcore implemented so noone would dispute or violate.
Most of unblanced item should not be totally removed which poorify gameplay, jst a bit adjusting would keep it stay in the game.

ban the necromancy skill,even though even so 12 VL day 8 might be too powerful
2. Conflux town : double level 7th creature growth
SOLUTION
this is NOT the real problem with conflux.Lvl 1&2 strenght IS the real problem.
3. Consevatory/Fly Hive
make a dwell that gives critters for each town
4. Diplomacy
no way to even things up.you said in another thread that solutins would be increasing cost for joiners from map or finding a way to make only same allignament join.This would be very complicate to achieve as you'll have to go into the intimal structure of some files, so it's alot of work.And really pointless work if you would ask me.Diplo is fine as it is.Eigher both play with it or no one does.It's as simple as that.
5. Spells Dimension Door&fly
SOLUTION
Everybody avoids these gamebreakers, so if someone would want to keep these spells in the game they should turn them into battle spells(just an ideea).To make DD different to teleport you could make it a mass spell(1 unit teleport at basic air magic, 2 at advanced and 3 at expert).To make fly different from remove obstacle it should allow a unit to attack a unit that it's blocked(for instance if someone blocks his shooters with fodders,then you can still attack them using this spell)
as for the BuGS
i seen you posted 2 bugs:
-sulfur in naga banks
-devil teleport
where exactly have u seen a naga bank offering sulfur?
and that devil teleport understood like a spell makes no sense to me whatsoever.
