Refugee camps. Random creature or can be altered?
I seem to get more frequently dragons from refugee camps than other any creature. How is the chance calculated

Should be completely random, though Sharpshooters, Enchanters and the special dragons can't appear.
There seems to be some kind of bug with refugee camps only generating a few pikemen sometimes though.

If I remember correctly, the bug was that in the first week, there were always Pikeman to hire in the refugee camps and only starting from week two the creatures were random.
I don’t remember if that has ever been fixed by HotA or HD+.

I made them appear replacing the units ID
84 - Azure dragons
85 - Crystal dragons
86 - Faerie dragons
87 - Rust dragons
88 - Enchanters
89 - Sharpshooters
at the following addresses:
Azure Dragons 0C8FEF
Crystal Dragons 0C8FFE
Faerie Dragons 0C900D
Rust Dragons 0C901C

with some level 1 units ID
About that bug (a few pikemen, if there is 1 pikemen that means there was a level 7 unit, 2 pikemen - a level 6 units), it only occurs if near the camp is an object (resource, spell scroll or unit), and you remove that that object. If you manage to access the refugee camp without having to remove those objects you can recruit the unit without being replaced by pikemen. In HD mode the bug is fixed. You can check the se thinks using a save game. One time you open the save with the Heroes HD.exe the other time with Heroes3.exe
I don't know how to manipulate the chance, only by restart (in the first week), or by autosave (if the week is changed, also the creatures from the refugee camps will be different) .

Hmm I don't know, I use HD Mod, but I still seem to get the pikemen bug sometimes...
I would also like to have Sharpshooters, Enchanters and special dragons at refugee camps, sadly I don't think it works with HotA.

Really? But I remember getting special dragons at Refugee Camps in Heroes 3 Complete, the GoG version. I don't have a screenshot but it wasn't that long ago.

No reason to trust a thelazy site, in there people are writing a thing, what they know about HoMM3.. You can write and tell about Forge, for example.. So your proof is blinded fiction..
I got Sharpshooters and Enchanters.. I don't know so much Refugee Camp, because I don't use them.. No always Pikemen, if you got some dwelling, it affects Refugee Camp.. If I remember right, I got Centaurs, Serpent Flies, Lizards, and other Archangel, Arch Devil*, Bone Dragon.. But no affected to all Refugee Camps..
In the WoG, I got level 7 creatures, but you can script special dragons..
*my Homecoming (WoG) map, you get a Arch Devil.. If you are Conflux, and then Pikemen, if Castle.. I think that Homecoming has many Inferno dwellings, it can affect Refugee Camp too.. Inferno AI got Forsaken Palace, it must affected, when I said about dwelling already.. No theory but knowing.. I've not tested..

Well maybe in some version of the game?, but generally no. (Or maybe another bug?)

It's because there are 6 types of dragons in Heroes III (excl. the aforementioned ones introduced by AB), so you see them more often than other units  Maybe only elementals have higher chance to appear
