If I get a Nav-hero on a map with no water, I often play another map. Simple.
But I don't do that with diplomacy. That's way to powerful (sometimes) to waste like that.

If your starting hero has diplo and you have agreed not to use the skill, then only use that hero as a scout. You won't be levelling the scout and you won't be giving him large armies either, so you don't really care about a wasted skill slot, while that hero is very unlikely to make use of the skill.

There is too much luck involved with what wandering stacks are littering the countryside, not counting if they want to join for free.

This is what I've been trying to get at. _IS_ Diplomacy a consistent, rewarding skill choice or is it based on luck?

In other words, say you're a random map league player and your ranking is determined by the ability to get consistent victories and NOT splashy one-time victories as most of these "I got free Dragons" anecdotes seem to be about. Not knowing what might await you on a random map (assuming it's not completely weird), do you take a Diplomacy hero as your first choice or not?

A good part of this game is predicated on luck.  Think of all the morale and luck bonuses and when they decide to kick in.  Either of those can swing a battle.

It really depends on your style of play.

There are threads that claim the Spirit of Oppression is a heavily-wanted artifact.  Why?  Because eliminating morale means being able to calculate every move, quite like a chess match.  There are no extra moves.

Diplomacy can be a game breaker.  Probably shouldn't be available on random maps, but ok for certain fixed maps.

Diplomancy is a consistent rewarding skill choice not based on luck.
