Well there is more than one kind of love. If you art talking about Agape which is the highest form of love and one that is based on principle then you are right, it must be unconditional
ie. Jesus died for people that he had not even met or that had even been born yet.
Friendship and romance are difference however because you are adding to your agape: Phelia which is personal affection, and eros which is romantic love and for these to be added there must be something additional between people to the agape that we all know as unconditional love.

Unconditional love is a good place to start, then of course phelia as u put it helps too, and of course, nothing wrong with some eros lovin now and then either 
I think the reason Im more one of the "who they are" kinda guys, is that I see the person behind the action. It's of course bound to be a mix, since we base our who they are's on what they do's usually, but still, if I love someone and they do something wrong, I will forgive them because of who they are.

I think the person is most important thing. Sometimes my dear can make bad things (by misstake or something), but I still love the person inside

Sometimes a person has no choice what they do but to respect a person of the kind of person they are, you should respect thier beliefs & what they do, if you understand them or not.
It's not our right to criticize (I spelt it wrong so what )what they do or who they are.
We cant put aside stuff we dont know.
