Angelito says that Psychic Elemental to Magic Elemental isn't the right answer. But maybe the answer is the hero.
hero's speciality.
I mean :
Lacus (Water Ele)=> Kalt (Ice Ele)
Ignissa (Fire Ele)=> Fiur (Energy Ele)
Thunar (Earth Ele)=> Erdamon (Magma Ele)
Pasis (Psychic Ele)=> Monere (Magic Ele)
The left heroes are females, then right are males.
So the town is Conflux.
I can't find other answer.............

But what does it have to do with the upgrade thingy?
And what does (not genie!) mean anyway?

Not Genie means there isn't male heroes (even all heroes) that has Master Genie's Speciality.
Just look at Thane. His speciality is Genies too. same as the female heroes Aine (or Neela, I'm forget). Right?
Then look at Pasis and Monere. Pasis' speciality is Psychic Ele while Monere is Magic Ele.
Is it enough?

Wow...i really thought we had to concede on that, but we have a winner 
It doesn´t have to do with their speciality, but with the gender of the Heroes.
All the planeswalker heroes of Conflux have this interesting order. The females are unupgraded, the males are the upgraded version of the specific elemental.
And the hint about "NOT genies" is obvious. Genies are the ONLY creatures in Heroes 3, where the gender changing is obvious. So i wanted to eleminate this easy answer.
