Unless you are very unlucky, diplo will dominate necro on any map size!
Small size = one group of critters (especially if they can shoot) will decide the battle. Even if you don't get any joiners, the necro will have a very slow start with weak level 1-3 walkers and 10% necromancy. Necro will lose to most towns even without diplo.
Medium size = 30% necromancy will not be enough to collect enough skeletons to beat your joiners (you'll most likely get some good ones on a medium map with expert diplo).
Large&XL = after you have expert diplo and visions, even 5K skeletons won't have much to say to your army of 80 clops, 50 beths, 300 marksmen, 20 titans, etc

Diplomacy for sure! I never play with Necropolis. Plus I tend to use Adela/Cyra/Ryland a lot since they have diplomacy. Are there any other heroes who have diplomacy or get it frequently?

I cannot see it so black and white. True, if you ar not necro, than the skill makes no sense to you. But maybe the better question would be 'should necros choose Diplomacy ?' even with necro skill (of course, assuming the map is not set with totally hostile crits).
There are other monsters on the map the necro would have access to by having diplo - sometimes, of necro alignment. So, you do not need to have 2 k skellies, if you have hundreds of them and can get some extra 20 black knights together, or 100 wraiths offer to join your 200... stuff like this.
The problem would be if you have to make room for a troop you dont have or is not the same 'grade' - like you have 50 vamp lords, and 30 regular vamps offer to join...

Skellies are too slow to beat diplo on a random map, you will have to use haste/teleport/whatever...while good high-level joiners don't need any spells to rock.

diplomacy hands down. never used to be a fan until recently - getting hordes of medusas to join up early on turned out to be a huge table-turner =D
