What do you mean "Change the skillwheel"?
The flash app by Aurelain? The mod based on his work by Azard? The actual skill requirements?
And for which version of the game?

first off i have the tribes of the east stand alone expansion and i'm refering my questions to it.
i mean changing the requirments for the ultimate skill or adding skills that arent available to a certain faction for insatnce giving aura of swiftness for the knight.

Then, yes you can. The file you want to look at from data.pak is
\GameMechanics\RefTables\Skills.xdb

It is an xml file describing the skills requirements for all races. If you're new to modding, you might want to have a look at the Modding Wiki first:

yes i am new  but i have already taken a look at the modding wiki.
thank you very much i have been all yesterday searching for the right .xdb file.

by the way is there a way to change the starting stats of a hero class?

These are set in each hero file, in MapObjects/FACTION...

got it, thanks, but thats pretty stupid programing i mean why not make it in the form of a class that inherits a knight class.

by the way, in the tales of karador someone said that copying abilities is possible so my question is can i change abilities?

You can choose which abilities to give to creatures:

You can change some (many in fact) parameters of the existing abilities, in
\GameMechanics\RPGStats\DefaultStats.xdb
(we need a page in the wiki to detail all the variables in there!)
The changes amount to tweaking balance, not fundamentally changing the nature of the abilities.

However, you are limited to these changes. You can not edit abilities more freely, nor create new ones.

dam! any way i already knew about tweaking existing ones i was wondering however if i can create entirely new ones.

but then can i create a new hero class, copying some skills into it and changing them?

You're unable to make new abilities, only duplicates.  It's possible to make a new hero class, and it's even being worked on in the Tales of Karador mod, but don't ask me to tell you how to do it since it involves advanced modding of the game .exe file and creation of many reference files in the game's database, things which I'll never have the time or patience to understand.

and what about creatures? can i create new creatures or can i only repaint them like in the tales of karador like with the fire elemental?

you have to learn much more if you want to create a faction

dont worry none taken. but then can i create a new hero class and then assign him to the haven faction or an already existing one?

and by a new hero class i mean new racial skills like instead of retaliation strike and a new ultimate together with new stats.
