My mechanics mod which doesn't work

First of all, this mod doesn't seem to work no matter how hard I try. It  'should' be correctly packed and placed, as well as cause no conflict with any other mod I use. However, I can't see the changes ingame

here it is

Unpacked version. Please check this file if it will be working for you. Every help is welcome.

It was meant to improve the things which by now were insufficient or just unnoticeable. Although certain values may look unbalanced, they were improved equally for all factions. Anyway, I wold rather suggest using it to improve single player experience.

Anyway, here's the list of features:

-Heroes will get normal amount of exp in campaigns on higher difficulty level
-Scenarios has significantly improved weekly stacks growth so the game will be challenging for all the time
-On  Heroic difficulty players are granted additional 25% experience

-Damage cap set at 100x, both decrease and increase.

-Battle Dive is now faster
-Death Vail has extended range
-Ammo Steal now works from some distance
-Poison doesn't wear off before 100 turns
-Hydra regeneration increased
-Rider charge is less powerful, while ride-by attack does more damage
-Mark of fire last for 5 turns
-Flamestrike deals 150% damage

-Training  points are now equal to 15 and 30 with
-Ultimate Gating amount increased
-Staring datrk Energy points decreased by half, but the heroes give double amount of it
-Necro Grail gives 500 DE points
-Necro pendant bonus doubled
-Melt Artifact factor increased a lot
-Stunning Blow effec doubled
-hero damage to level 8 creatures increased

-Enforced obstacles on battlefield
-Speciality movement bonuses increased
-Dirael damage and ATB reduction increase
-Favourite spell level factor reduced, so they're more powerful
-Ihora bonus doubled (1 ini per 10 levels)
-Wyngaal bonus set to 0.03 per level
-Power bargain values changed
-Sacred hammer probability increased
-Wasp Swarm health depends on the heroe's power, initiative on poor mastery balanced.

-Minor AI tweaks
-Strating resources depending on difficulty balanced
-Sacrificial Altar ratio improved
-Guarded treasuries refill every 20 days
-Sets bonus increased

A lot of them, I know

Suggested to use with exp level mod.

i think it's pretty nice, but don't improve necro amulet.

If I repack it, it works.

I made one change to the starting resources to quickly see if it works.
I packed it with winrar as a zip file with extension .h5u (no capitals).

Take in mind the only change I looked at was the starting resources I did myself, because a lot of your changes are difficult to see. So I only made sure the game is reacting to the file.
I would suggest to make a temporarily change like that yourself to be sure the game is reacting to the file. I cannot imagine it wouldn't, because your file is already good. I know there are some settings in xdb files in the data.pak the game doesn't seem to use. I tried to make a rmg settings mod some day and the game didn't react to any of the changes I made, while i was sure it was correctly packed.

I did some tests with the xdb file, and found that it won't work if you alter the structure of the file (I wanted to copy a tag (<creature ability name>value</creature ability name> and it didn't work)
I guess you can copy the tag <item> but it may be the only one
btw, it seemed to me some tags act as comments, such as <faction name> </faction name> (nothing to do with your problem I know)
