Picking hero's in a custom map, at lan

Aye, me and a friend is having a small lanparty, playing homm3. But we've got some problems.

You see, i'm (host) able to pick whoever hero i'd like for the certain city i choose, but my friend is not. He can still pick what city he wants, but not what hero he wants nor is he able to pick artifact as his starting bonus.

I've made sure that there's a random hero placed infront of every town, and the colours are correct. Is there anything else i've missed?
