However, they are still undead. And in HoMM III and HoMM II, Necropolis had other units with their own flesh and (minds too I think), in II the Mummies and III the Black Knights. Vampires are undead, therefore, they belong more so in the undead town than anywhere else.

If you look into the mythology vampires are slavic invention, and they are type of evil ghosts (damned soul without body, but they can haunt dead bodies, or change bodies...).

No, humans are the most unimaginative race in any fantasy setting.

But I repeat: Wood Elves and High Elves are even less imaginative than Dark Elves, in my opinion.

Light/High Elves are the least unimaginative race, they are simply too similar to Wood Elves. Dark Elves are a slightly more interesting, but not that much. I would rather not see a whole town for any variation of the Elves except of the original one, which is the most interesting. Perhaps combining them as an options with the Elven town, as it's suggested here.
