Help! impossible to do this

Hey all, I can't in any way figure out how to teach my hero spells form the mage guild building. I buy the spellbook, I build the building, I even garrison my hero in the city... nothing works... can anyone help?

A hero must have wisdom in order to learn 4th and 5th lvl speels from your mage guild.
