In non-campaign maps, it is impossible to place heroes belonging to the neutral player.

But I accidentally found a way to place neutral heroes on the map.

1- place a hero, belonging to one of the map's players,
2- customize this hero (color, level & skills, units, items,...)
3- write an "on-game-start" trigger, with function : Scenario_SetOwner, setting PlayerId 8 for this hero.

In game, this hero will belong to "player 9" and will stay at his place, like a neutral army.

Little disadvantage : even if the hero's color has been changed (in EntityProperties), on the combat map, the hero and his army will keep the color of his original player.
For example, if his original player was player 1 (color blue) and if player 1 attacks this neutral hero, all units (from both armies) will be blue on the combat map.
