The problem here is that 3DO only distributes their software in North America. For Europe and other parts of the world, some countries have local distributors (either a branch of 3DO, or a third company) and some do not. In the countries that do not have local distributors, the game is not available except through imports or piracy.
I have done what is being requested here for a person in Australia once when Heroes III Complete was first released for Macintosh. However, I am not offering this service right now, because it is time consuming to cash international money orders, order games, package, and then ship them.
I did it for this one person, because he was pretty much an online buddy, and I did it as a favor. I would suggest that if you'd like somebody to do this for you, find a good online friend and ask him/her specifically, even if they aren't heroes players. Making a generalized posting isn't likely to be as effective.
Also, for the record - Shipping a computer game to Australia was not cheap. It ended up being $13 USD. Fortunately, he sent me $15 to cover shipping and told me to keep the change. Anyway, the point is that overseas shipping can be expensive for individual items.
Also, there was some mild piracy discussion on here. Since nothing specific was said, I'm not going to do anything, but in general, I would not talk about owning pirated software publicly. Please save such talks for IMs. I think Val would be rather unhappy if a search for "heroes pirate" on Google put this site high in the list.

Perhaps the mods from the USA could make this more regular business...
I for instance want to buy the Heroes III Complete version .. but it ain't for sale anymore here..
Amazon won't deliver ouside the USA .. SO what are we supposed to do?

In Poland pirate cds cost only 15 z³ (3.75$), but we must wait.

I have now *censored * version of heroes 3 and I m sure I will buy the same version of heroes 4 even before release in USA and for 2,5 $ only

About buying the game...
I think that all of you know that I come from one of the poorest countries of the world. If any of you dont know here it is. I'm from Kosovo. The country that just had war about 2 years ago. And I saved the money to buy my first original game, and I decided that it should be heroes. Here are no original games at all, by the way how do you guys think that here would be originals when we dont even have electricity ... now imagine that, 2 hours with and 4 without, and it has been like this for 2 years now. And I dont really expect that the original CD will be sold here for about 3 more years. I love the game and thats why I want to buy original Heroes 4 (average salary here is around 120 $). I could get the same CD for about 2$ here, but it is not the same.
Just to let you all know that I already found a good friend of mine in US to buy it for me the day he buys it for himself...
