I don't make up any information I give, it's either from the base manual (for stats / prices) or strategies I found myself by playing easily for 500-1000hours since 2000-2001, mostly against the A.I. (on hard / expert / impossible difficulty, I mostly enjoy 140% though) with some 1vs1 against humans. That was long ago, nowadays mostly solo vs cpu.

The 9% chance becomes 100% chance when combined with "no movement restriction upon rehiring" flaw. Genies have very fast speed, you take retal, attack with all genies, surrender on last, redo as many times as you wish. if the enemy stops his turn in your movement range and you have a few genies + gold, game is over.

One tactic also in consideration is when you have diplo and attack a stack of ghosts,which could join you for a price.

Yeah but again this is linked into Hit & Run abuse, which I didn't take into full account for making this tier list.

I expressly mentionned the two most important aspect in this game: raw stats is 1st, and speed is second. If we were in Heroes 3-7 creature speed wouldn't mean much. Yet Dimension Door is banned in H3 which would probably be in Heroes 2 as well, but because there are more important imbalances in H2 (Barbarian vs Magic heroes, Gargoyle, Necromancy, Vampire Lord, Ogre Lord, Peasants, Knight faction utter garbage... and many more).

But in Heroes 2 because Heroes come back at full movement speed and expert diplomacy/ quillsmaster artefact both tremendously lower the surrender fee, speed is extremely powerful.

yes and hopefully they fixed this (a lot more) in H3, by implementing speed artifacts, resistance skills and resistance artifacts, cursed ground, shackles, recanter and red orb and tactics skill. In H2 it was too late to fix anything.

factions were not designed to be played in isolation in the original heroes games: if youre not mixing towns, heroes, and troops youre doing it wrong.

Well, we talk about competitive playing, mostly. You rarely have the opportunity in a 10 days game to mix towns. I recall that sometimes, on Beltway map, if I got Castle I could reach a secondary town by day 2 and start that one if a better alignment, but that was nonetheless a penalty.

Even in Heroes 3 speed is extremely powerful, because Sir Mullich with the creature movement bonus, is banned.
And in Heroes 3 the Might Heroes are even stronger than in Heroes 2: what keeps the magic heroes in hom&m2 somehow good throughout the games compared with Heroes 3 are level 3 (mass haste, animate dead, death wave, blind), level 4 (berzerker) and level 5 spells (dimension door/ town gates if no rules, mirror image, somehow paralyze is decent too).
But back on Heroes II, I wish there were no rules tournaments for that game. As unbalanced as it is, it's such a fun and intense skirmish game. Definitely the most dynamic heroes game with constant action!!!

I never played with rules H2 (nor H3 btw except the obvious diplomacy), and it was certainly the most enjoyable game I ever played (more than H3), exactly because you could really humiliate the opponent, using dozens of exploits and flaws. And he could do same, so finally rankings were quite stable, despite the unbalance.

That's a great answer to acknowledge!

Yeah, while Heroes 3 feels much more polished, it's less fun for me. Still the two best Heroes ofc.

My only gripe is the lack of players for H2, while on gameranger there are dozens of H3 rooms. That's sad.
