How to make a mod for Heroes?

Hello, my guru want that we make a Heroes-like game (mod) based on Mahabharata (hindu story). I've got a lot of info already to do that. I was reading Mahabharata for over half year, made over 1000 pages wiki with levels info - who defeats who, inventories of different units in mahabharata, weapons list, including divine/magical, armor, magic/mantras, ranks of units (roughly they are like in chess - chaturanga, 6 classes - foot soldiers, on horses, elephants, chariots, heroes and super-heroes, though there can be non-human enemies and friends of Pandava side. I think first it's a good idea to make it chess style, but I want to know which version of HoMM suits best to make mod? I would need to make own creatures like horses-riders, elephant-riders, chariot-riders etc, add weapons from Mahabharata, make balance for that all, and have no idea which is best. I think HoMM3(.5) is best, but wonder which tool is best to make this kind of mod... Or should I choose other version of heroes (V?)

Anyone can guide me?

Absolutly Heroes III! Now you have eg. VCMI when you can do as you want. HV has caps and borders because its original game engine and has no open source code. If you really want to make big mod you will have a lot of work. And not a lot of time to fight aggainist unknown mechanics. You should choice easiest road. Heroes III is better known and has a powerfull tools.
