Do you mean that the bonus would take place even when fighting against neutrals, or when your hero would be attacked?

If the answer is the latter one, I would expect it not having much any effect to the battles.

Also, it would be kinda impossible for those effects to take place in the zone only, as that kind of measurement is pretty much only possible with RMG maps - in player created maps there may not be zones at all.

effects would take place against any opponent. If Grail built, Necromancy users would have 100% efficiency around town and Conflux heroes would have all spells...I play only RMG maps, but for custom maps we can use radius effect...

Well, in SOD Conflux grail give all spells even when mage guild is just level 1.

Hota corrected it, that now depends on mage guild and conflux banned spells.
