What do you think about [url=https://github.com/mapron/FreeHeroes]FreeHeroes[/url]? It looks really interesting and very ambitious to me.
It's still in a very early state where only battles work. But the concept behind it seems to be good.
Maybe it will develop in the future as an alternative to VCMI. In VCMI, some things are unfortunately suboptimal and, if I understand correctly, also very difficult to change. The project is unfortunately almost dead at the moment.
