[Mod Help/Request] Unrestricted Capitol Building

Hi all! Does anyone happen to know how I can mod the game rules such that the "Capitol" town building isn't restricted to 1 per player at any given time? In other words, make the Capitol function just like any regular town building, buildable in as many towns as desired?

I've looked through the <TownBuildingSharedStats> folder and many other promising places within data.pak, but still couldn't quite figure out where this game rule is specified...
