The best towns don't exist..
Think easier play with opening style or played the same town with several.. Where did the idea come from? Chess openings.. Not knowing the openings leads to loss.. If you know the opening then play much easier.. That's what happened in heroes 3, an example of Fortress searches for resources with opening after another hero comes.. If only one hero takes care of everything, so not enough time that means failure from opening, thus played wrong.. When game theory has made that dwellings costs, heroes and troops etc also with secondary skill etc.. Remember game theory isn't easy for a game maker, it can lead to errors or imbalances.. But if you don't know about resources.. Playing more Fortress with..
