Absolutely heroes should differ significantly. An excellent base for a system is Vlaad's race differentiation thread. I wouldnt go so far in some points, but starting spell(s) and secondary skills, specialties, acquiring primary and secondary skills, speed, all should vary depedning on hero type, hero race, and individual hero profile.

Yes, exactly.  In IV it was difficult to believe that a human hero would have exactly the same attributes as, say, a minotaur or the undead.

I find it tremdously irksome not to have any reflection of a heroes personality in their skills, especially in campaigns.  For instance, in the Order campaign in IV, you'd expect Solmyr to perhaps begin with or develop (when the genies decide to join his quest again magnus) an affinity for genies, Tharj a tactics bonus and Emilia.. well I'm unsure, actually, but maybe nobility as a starting skill as well as magics?

obviously I haven't been around in a while, so I have no idea what else has gone on, but the campaigns still seem to fall a little flat due to the severe lack of personality of the characters.

Perhaps ubisoft could introduce custom Heroes to generate your leader on your own

I enjoy always the Dilemma-before-Playing: what character should I take...

That would be good for multiplay, provided of course that the obvious restrictions you'd need would be there.

For campaigns though, I like "getting to know" the character I'm given, it's always a lot of fun if done right.
