Actually i think that you think wrong gangrail because we are discussing the idea of LOC in general and the upcoming TOH tournies here now and the need for them.
And if you follow mine and xar´s suggestion there would be no need for LOC and thats why they are as on topic as any other on topic post here.
The main problem as i see it with LOC now is if it would raise the activity enough... meaning would it have enough active members?
Clans is a proven activity raiser.
Problem can be that if whole summer passes by with another not so very succesful tournament more and more people might get fed up and leave.
So point is, before all the work has been done you might wanna check up what the members think.
