If it is already public (on the internet), then just right click on the image, then click on "properties" and the url should pop up for that picture. Copy that url and place it in between the img tags.
As for uploading, I have no idea. You would need to get it on a website for it to be viewable by anyone without access to your personal files, I believe, but I'm not sure. If it isn't even on the computer, you will have to scan it first.
