I blame the American Way of "you can sue everyone for everything".
Normal people would think twice before doing anything stupid, Americans think "it's not stated I shouldn't do it, so either it's safe, or if it's not, I can sue the company and get rich!".

Seen at a nearby shipping company that uses Airplanes : Please do not stand in front of airplanes as they taxi down the runway. Possible injury or death may occur. Dang and here I was going to play chicken with a multi ton object hurtling toward me.

Then there is some of the medicine that is coming out. The sideeffects are worse then the thing they are trying to cure.
For instance : A popular sleep aid medicine carries this warning : May cause Nausea, Vomitting, Dizziness, Drowsiness (that is the point as said before...), fever, constipation, or confusion. Do not take if pregnant, nursing, or may become pregnant. (Since it is possible that any female that is not practicing abstenence, had her tubes tied, or something other drastic reason to become pregnant I guess they can't take it at all). Consult your physician..blah blah blah.

I think I finally figured out what they mean. It's for indoor or outdoor use, not indoor and outdoor use. It's telling you not to string those lights up inside, then extend them outdoors.
