You dont need to lower the quality so much as with changing the format.
Try a compressor like... this one

I agree.
That's a nice program, the A3D Compressor. Very simple and easy to use. 
I use the PhotoShop for that.

I made all of the avatars on the previous page with nothing more than Paint and IrfanView. There was almost no quality deterioration at all. Good programs.

Meh, I'll make the tutorial.
1. Take your picture. For reference we'll use Escaton from Might and Magic VIII.
2. Open his avatar in Paint. It'll be about 5 KB or so. Quickly resize it to 64x64.
3. Now open it in IrfanView. Click Image, then Decrease Color Depth and choose Custom. Set it to 64 colors. Don't check dithering.
4. Now that's done, just select Save As. Choose the GIF format and save at maximum quality. It'll be pretty small now, about 4 KB. That's all there is to it!
Of course, you can make it smaller using compression, but this is the quickest way to work without losing image quality.

Good tutorial - but why not just resize using Irfanview and skip the Paint thing all-together?

You can do that, of course, but the avatars came in 63x73, and I wanted them as 64x64. IrfanView's resize function would only accept 80% x 80%, 60% x 60% etc... in other words, both the height and width values had to be the same (at least in my version), so I had to use Paint instead.

You can specify any size in (my version of) Irfanview, and also whether you want to save aspect ratio or not.

Not in my version. But it doesn't matter, you can use whatever program you want, as long as it does the job.

phoenix979797, you need 50 posts before you can request a custom avatar.
As of 2008, the custom avatar file size limit is increased to 4kb. Connections are faster these days and we have a dedicated server, so extra quality in avatars can be afforded without any noticeable loss.

Finally I got myself to finish the last TOTE Avatars, including the Hero portraits. The mixed lot is here and also include new skill icon avatars, since the old ones were not that succesfull. Should be 64x64 pixel 64 colour GIF ready for upload.
