I guess you are playing the older version of LoW.
In the new version, the utopias are replaced by dragon dwellings.
I guess the reason you shouldn't raid the utopia is to prevent you from getting something like air tomb, angel's wing and the like which will ruin the fun of the game. Actually you don't need any special artefacts to win this map since the mapmaker has carefully put down everything you need as you proceed.
