Didn't matter.
I got Latios easy enough, just used the pokedex to track it down.
Then got Latias in a trade.
Sweet.
Update, just did the poison gym, got the super Rod and kicked Team Rocket's butt in Silph Co.
Pokemon are all level 40, and except for Pikachu and Gloom, all fully evolved.
About to do Psychic gym, but have no bug/ghost or dark type.
Finally a challenge
