For first, SooT, not SoOT... 
For second, Thestral and Dragon slayer are cool ideas... 
For third, I have some ideas, but not all are good and not all are easily to make... There could be some monsters that could be only on water like giant octopus or shark trooper, some monsters that would be stronger in underworld like some kinda giant mole with claws like behemoth's, there could be monsters like angel of death(undead), mushroom hordes( ) that hits all around living creatures...Many ideas...

Shark troopers-amphibian men riding on sharks, equipped with spears. I think they fits in HoMM not worse than wolf-riders...
Giant mole... I said, that not ideas are good... But it could be very fast in underground, but blind on ground...
Mushrooms, a lot of them...

so, what will be happened if a hero that only has those sea-only-monsters in his/her army attacked with another hero or performs battle on non-sea terrain? can he/she performs battle without any troops? or maybe they will be lost automatically?

It would be very hard to make, cuz then should make a LOT of monsters... And not all sounds good... For example, how would you call hybrid of Gold dragon and Sylver pegasus? And how would it look? Or Black dragon with troglodyte... =)

My monster-> Occultist.
A lich with a darkened enchanter robe that casts debuffs on all enemy stacks each turn just like enchanters cast buffs on all allies. Of course, it would be a shooter too.
It would be good for guys that love to debuff its enemies, just like me. (unecessary to say that armor of the damned is my favorite artifacyt set.)
Can it be created?

Err, enchanters cast debuffs too.. It would be "suckier" than original enchanter in a way then...
