Misplaced Shrine of Chaos Magic

When I got my cards a few days ago, I noticed something odd:

I opened my first booster. An Order booster. Although 19 of the cards were Order, one of them was a Shrine of Chaos Magic.

Perplexed, I kept it around, I put it with the Chaos cards I later got.

Soon afterwards, I opened a Nature booster. Strangely, it also contained a Shrine of Chaos Magic.

As all cards are supposed to be the same alignment, is this not a mistake?

There are 2 random slots for locations and artifacts in each non-magic hero pack.

While it may appear that the Shrine of Chaos Magic is a Chaos alignment, and yes it is only useful if you're using Chaos spells, it, like all locations, has no alignment.  Since locations are inserted randomly in boosters, the bell curve will rule...2 or 3 (or more) of one location or 2, and 0 of other locations.

Yes, and nothing prevents an Order hero from learning the Chaos Magic skill as well. So the location is truly neutral in its usefulness to one alignment or another.
