I like your town a ton so far. The bear rider sounded particularly cool.
I am one of te people who had listed frost giant, and you can use it if ya want. Another suggestion might be:
Mountain Giant- Upg. Storm Giant.

About jarls. I'm not that into Russian hierarchy but I do believe jarls were Norwegian/swedish (considering that someone suggested such).
And btw, some useless facts about the word Tzar.
It deranges from the roman Ceasar (together with at least two other languages: german/kaiser and swedish/kejsare).

History: 7(generally good but the ties with the creatures in the castle are not explained.
Creatures:7(avatar of frost could have been wendigo,didnt include this in my evaluation  )
Balance: 7(the three last level melles are a bit unbalancing the castle line up)

Excellent. Solid background, harmoniously fitting the Heroes 5 world, no real world culture impregnation (the only russian references are "tzar" and "motherland" but they aren't essential IMO)
History: 9
Excellent, helps very much define this faction.
Creatures: 8
Creatures fit well with the town concept, the descriptions are conclusive and to the point
Edit: got a little carried away here, I reduced my 9 to an 8 after re-reading the avatar of air description.
Balance: 6
The shooters and special abilities make it a little too strong in open field battle, but the lack of flyers gives it a disadvantage during sieges.
Originality: 7
PENALTY: -1 for not having hero unique skill and specialities (too bad)
TOTAL: 38
Well done, Baklava. This is the highest score I awarded until now, although I've only rated 9 towns before yours.

Score: 8 OR when took into other sistem of evaluetion, it is 40 out of 50.

Race: 6 (nice idea, but there are too less facts, too much unnecessary descriptions)
History: 7 (nicely written history but it's hmm.... too russian? tzar, revolution (evn RED moon ; ) )
Creatures: 8 (no one need more humans in my opinion, but units are good (but viking here?))
Balance: 8 (it wont affect world that much)
Originality: 6 (too russian : ( )

History(2 +5)=7 the history makes my eyes glaze over
Creatures(2+ 4)=6 1,2,5,6 are too similar. Avatar of air is lazy.
Balance(3 +4 )=7
Originality=6
I like this faction but it’s a little dull

History (How interesting is it to me [1-5] +Compatibility with HOMM5 universe [1-5])
Creatures (Originality [1-5] +Internal Consistency [1-5])
Balance (are the special skills inventive [1-5] + Does it have a variety of flyers, shooters, walkers, spell-casters [1-5]
Originality (all the originality scores added up and divided by two. This means that creativity counts twice. [1-10])

Interesting approach, along with explanation of politics.
Heroes are not described. Integration into HOMM5 can be improved.
History: 7
Good detail and consequent development, but could involve more interesting events.
Creatures: 6
Some interesting units, but the mix is a bit too diverse to imagine them fighting side by side.
Balance: 6
A lot of spellcasting units for a town that is not magic based.
Special abilities overpowered at later levels.
Originality: 6
Some interesting ideas and an original approach, it could be made much more interesting with more fascinating descriptions of creatures and historical events.
