wt! UH, why is your Avatar so familiar?
and here's your help.
Open Photoshop (great program) and open the file (eg. the peasent texture for HV)
Select the area you want to recolor (eg, the blue area of a peasent's shirt) using the Magic Wand Tool (W)
Be careful with the selection. Carefuly select all the blue, and then press alt and Magic Wand the black areas of the texture to deselect them.
When you have your selection the way you want it, recolor it to your hearts content.
Current Color = The color that happens when you color.
Tools you will use:
Air Brush Paint Brush
Rubber Stamp History Brush
Eraser Pencil/Line Tool
Smudge Dodge/Burn/Sponge
Pen Text
Ruler Linear Gradient Tool
Fill Eyedropper
Air Brush/Paint Brush = creates a feathered color on your image.
History Brush = Reverts to the part of the image before it damaged.
Eraser = Erases
Pencil/Line = Creates a flat color on the image.
Smudge = Creates Smudges
Dodge = lightens the effected area a bit.
Burn = darkens the effected area a bit.
Sponge = greys the effected area a bit.
Text = Creates Text. Somone should make a peasent with a shirt that says "I love NY"
Linear Gradient Tool = Wacky colors, don't know how to explain it.
Fill = Fills all the area with the current color.
Eyedropper = Select a color, it will become the current color.

Sorry, but I don't think it' the answer to my question. In my option Photoshop shoud contain a "Recolor" feathure.

You should press on Ctrl+U.
It will open a new window with three colour features.
The first one is Hue. It changes your colour to other basic colours.
The second is Saturation. After you pick your basic colour, you should pick the specific shade.
The third is Lightness. You can brighten the colour or darken it.
