Ah. I think having serpents, bassilisks and Wyverns all together is not such a great idea.  They are all very different, and could easily fit into 3 different teirs.  Serpent -> Basilisk sortof works, though we loose the good old six legged things, but wyvern simply does not fit.

Ok I bothered to read through the whole discussion.

First off, I have to say, the whole approach of discussing how many Naga units you want in the game seems a bit pointless when you don't know which type of units they should be. Rather than deciding on the number first, what about coming up with the units, and then see how it falls out - if you have 4 good units, make it 4, if there is only 3 - well, case settled ...

As for some of the other towns you discuss, I think actually - much as it pains me to say it - that Nival has made a pretty good discussion. They wanted to make diversity among the towns by letting some have many racial units (Haven, Fortress) whereas others have many beasts (Sylvan) or no native race at all (Inferno). I think much of it makes pretty good sense logically - the Haven line-up has reasonable and familiar units, and matches the common understanding of the Humans as a very diverse race - the Dwarven line-up reflects the Dwarven hostility towards enemies, and although some of the units are a bit strange - I still don't consider the Thane an actual Dwarf - I respect their wish to make one of the factions dominated by the race.

As on the subject of a Naga town, it's difficult for me not to look to Warcraft on that one. Ironically, I actually still think my old Warcraft to Heroes adoption (see here) wold make a really good town. There is also inspiration for some nice creatures - the Dragon Turtle and the Couatl - though obviously, they are taken from WoW.

Ok, so be it then final line up:

Lvl1: Naga spierman
Lvl2: Naga Swordsman
Lvl3: Gorgon
Lvl4: Hypokampus
Lvl5: Naga Mage
Lvl6: Serpent
Lvl7: Wyvern

Now let's make them names.

A Gorgon seems like it would be more powerful then a T3, from the lore point of view.

I think that an naga faction should be a mix with an swamp one.
My line-up:
I have names but im tired and lazy.

1. Lizardmen
2. Serpent Fly
3. Naga Male Warrior/Naga Guard/Warden
4. Basilisk Rider, Lizardmens ride them.
5. Siren/´Witch
6. Quotl
7. Hydra/Leviathan

Unless the Wyvern and Hydra are torn from Dungeon and Bastian, I'd like a lineup like this:

1 Lizardman - Basic infantry perhaps with some nifty abilities that help in keeping them alive
2 Serpentfly / Viper - Fast flyer that steals beneficial light magic effects from enemies, perfect for blocking shooters
3 Voodoo Lord - Caster / Shooter
4 Reptile rider - Main cavalry, riding basilisks, crocs, etc, tanky beasts.
5 Gorgon - A shooter with the H3 Deathstare ability (a MUST I believe)
6 Naga - Walker, no retal, and caster
7 No fricking idea. Leviathan seems a popular choice though. The hydra is sorely missed, although one could go for making a Chaos hydra, even stronger than the current hydras. Otherwise, even a swamp dragon could fit.

The Tower

"...We have slept for two thousand years.  And guess what world?  We woke up cranky!"

Aka: The Sea-Snakes
City: Tower
Colors: Sea Green, Light Green, Dark Green, Blue, Dark Blue, Teal
Worship: Shallassa, patron Goddess of the Nagas, ruler of the Oceans.  They also frequently find it necessary to pay tribute to Slyath, Lord of the Sky, rather like a guest giving gifts to a host.
Core Philosophy: "...It is in the waters that G'Ravity has the least power.  It is in the water things are unhindered.  In the water, things grow great..."
Country/Kingdom: Hashima
Capital: Nariya

Naga buildings:  Towers have two possible build orders: One for the swamp, one for the sea/ocean.  Towers are built with descending glass and steel tank-rings.  Whenever a city levels up into the next ring, the player must decide to build either a swamp ring or an ocean ring.  That ring can only build the related buildings.  If a player chooses, they can replace the ring (either by flooding or draining it) though it is expensive.  If an ocean level is followed by another, which is then drained for a swamp level, the dwellings relying on the ocean dwellings above will lose 25% of production.  (Never less than one creature)

Creatures: Sea Build followed by Swamp.

Level 1:

Level 2:

Level 3:

Level 4:

Level 5:

Level 6:

Level 7:

Note: There are 4 possible upgrades for the School of Fish: 2 upgrades, and then depending on whether it is a swamp or sea level there is a different possible upgrade.

General stats: Naga units generally have
Average to High Attack
Low to Average Defense
Damage: All over the board
Initiative: High
Speed: Average
Health: Low
Mana: High
Shots: High
Growth: Low

Similar to the Dungeon, many Nagas have rather high stats, and thus their growth rate is low to compensate.

Racial Skill: Levitation: Most creatures move two dimensionally: Forward, backward, left, right.  However, Nagas have perfected a way to move in three dimensions, which includes up and down.  During a creatures turn, the player presses [SHIFT] in order to display the alternate, Ascended movement tiles.  For each level of mastery, there is another movement level, which is higher, but the unit cannot move as far (-2 to speed, then - another per level (first 2, then 3, then 5, then 8))
If a player ascends a creature (I’m really sure I’ve explained this multiple times before) the creature cannot be attacked with melee attacks, barring Titans, Cyclops, or any other ridiculously tall creatures, or creatures that can fly.  Shooters and Casters can attack it, and spells can be used.  The creature can shoot or cast, and any creature that can attack over a long distance (spears, Dragon Breath) can hit one tile, beside or directly beneath them.  It costs Mana.

Basic Levitation: Creatures gets +1 speed, and Creatures level 1-2 can be levitated 1 ascended level.  Creatures can fly over small objects.  Mana drain is creature level per creature level.

Advanced Levitation: Creatures gets +2 speed and Creatures level 1 - 4 can be levitated. Mana drain is creature level - 2 per creature level.

Expert Levitation: Creatures gets +3 speed, and Creatures level 1 - 6 can be levitated.  Creatures can fly over castle walls, and be out of range of Titans, Baloths, Cyclops, etc.  Mana drain is creature level - 4 per creature level.

Ultimate Levitation: Creatures gets +1 speed for every 7 hero levels, never less than +4.  All Creatures can be levitated. Mana drain is creature level - 2 per creature level.

Admiral: Naga Hero
Focus: Attack, Knowledge
Heroes are either Nagas riding a Seahorse with the trident symbol beneath them, or Lizardmen riding Kelpies with the same symbol.  There isn't a difference, it just adds variety.  A town with more Swamp rings than Water rings is more likely to produce Lizardmen Heroes.  More Sea Rings produces Naga Heroes.

I´ve always pictured the Naga with the Academy race and its architecture so it should look a bit like their town (not floating in the air however, how does the enemy even reach them upthere?)
Their town should be in the jungle and have many rivers and bridges and things like that.
Tier 1. Acolytes
Humans who have sworn loyalty to the Naga and their famous sword arts.
They carry a silksword and have arabian inspired clothing (not turbans!) They have little defense but high attack and speed.
Tier 2. Naga Rangers (ranged attack)
Female Nagas with longbows.
Tier 3. Naga warriors
Male Nagas with 4 silkswords and a special ability. They have a 25% chance to completly block a melee attack and then stun the attacker with a strike. (same rule as with ghosts, can only work twice.)
Tier 4. Salamandra (large creature)
Red lizards with fire immunity. The "blazing skin" ability gives them fire damage to attack and a fireshield.
Tier 5 Naga priestess (ranged attack, caster)
Female Naga who can cast summon elementals and divine strength
Tier 6. Deep Serpent (Large creature)
The Nagas worship these creatures as they are the messengers of their god. They have an extremly deadly poison.
Tier 7. Naga Legend
Female Naga with 4 silkswords, it can attack all adjacent creatures.

Woof - will look into this later.

About Photobucket resizing, you need to enter your profile when logged into Photobucket, and then there is an option to choose maximum size of images - just set it to larger size than default option.
