All the towns have 3 flyers except Inferno, Stronghold and Fortress (they dont have any flyer  same with inferno, they have teleport instead).
Ad yes, those are quite imba stats.
Look at Heroesofmightandmagic.com for the "average" stats for all creatures.

IMBA means imbalanced. I think the max init to date is like 15, the top speed is perhaps 12? (maybe less). Of course it is your town, so keep it the way you like it. Basically as is most of your creatures will act about twice as often as anything else, and cover the whole field in one turn if they want.

Slaughter Chimera- HP-115/A-40/De-25/Dam=47-53/speed-4/Init. 10/Shots 6/ Abilites- Charge, No Retalitation, Large Creature, Searing Shot- Burns and stuns with 75% chance.
Racial Ability- Judgement
Basic- All enemies dealt Hero Level and attack X 2 at start of battle.
Advanced- Cumulative w/ basic, All Enemies dealt Mana amount and Spellbook size X 2 in damage at start of battle.
Expert- Cumulative w/ previous, All enemies dealt army size at start of battle.
Ultimate- Cumulative w/ previous, All enemies dealt hero stats, # of abilities and half of experience as damage at start of battle.
Perks- Adamantinize- Using hellish power, hero uses experience to shield enemy’s damage dealt or ally’s damage taken. (ratio is 10:1)
Imprison- Sends target to Tartarus for on turn, but cannot be sent twice.
Asphodel Strength- Hero uses souls of dead enemies to attack target.
Mega Racial- Apocalypse- All hero’s stacks gain a 10 attack point bonus and changes Judgement multiplier from X2 to X3.
City Capital- Tartarus Prime
Philosophy- “Kill the enemy. Burn the soul.
Take it to Hades. Make it whole.”

The costs in gold are fine to slightly high. But I guess it should not be a problem.
On the resource cost, I'm not too sure. 3 or 4 resources per creature is a little high. However, once you see the Attack, Damage and Hitpoints, I think its either worth it or too low.
2 sulphur and 2 mercury for 60 Attack, 40 - 80 Damage and 350 Hit points is good.

Unfortunately it is based on my favorite word.
FAVORTISM more then a fair city & I realized that.
Example & yes the name again.
Fofa.
I will admit she takes some good time making a great town.
It's so unrealistic with creatures who are eaither too powerful being lv 3, or weak cratures being lv 7.
Expensive buys for towns & creatures.
There has to be some compatibility in towns.
Fairness so it equals to a closeness of balance.
I seen how she has gotten better but she still gets voted first.
I find it out of favortism.
Unfortunately the unknowns will never win.
For once I would like to see a fair voting.
Hire some Judges that actually vote fair.
Man am i tired of seeing the known people that everyone likes win everytime because they are liked.
You are getting better Fofa, even in the last town but I think once you work on the fairness of your town to balance it all out & not misplacing your creature order, you will do fine.

With all of the things Xerox put in I am happy to have scored even anywhere close. Personally I think that Xerox's score should be a bit higher, that was a LOT of effort.
