Staff alone is not that bad,but staff + ring guarantees 99% of victory .. butthat was in hof days.. not too sure in tote nowadays
Of course its luck, but it hurts when u don't move during the entire final battle, quite spoils the game when ur opponent gets both ..
Of course those who gets it every game will disagree, like elit for example

well the risk of facing an opponent with great arties are rather high
lets say the map got more than 1  and he playes as Dungeon/Academy.....
and on top of that the map got several "major/relic" arties....
and  .....
but I don't stop playing for that reason...... I can get unlucky 3-4 times in a row... but maybe the next 2-5 I'm the lucky one....
sure arties is an major "deal" of the game.... but on top of that you/we controll the rest.... mainthing is what do you do if your enemie may have artie X then I go for skill/spell Y and so on...
my gaming policy: my main goal is try to give my opponent an close/good final battle.... if I win well that's just an bonus for me

I understand it can be a bit of a bummer when you play a whole a game and then the final fight goes against you. Even horribly against you, makes ya feel like ya wasted yer time and all. News flash, that's homm, been like that since the first homm and still like that, ya better get used to it or find a different game. But before ya do, maybe you should think about the other guy you playing, although you just lost, maybe even very baddly, your oppents had a great triumph, they probably feeling pretty good about themselves. the better you are at the game the better they feel about winning against you. even if ya lost ya really made somebody elses day. I'd lose ten in a row to that combo of nasty arts and not feel bad about it, the odds are against it ever happening, 2 times in a row is unusual, but as long as the games were fairly fought i wouldn't feel bad about them. It's a little something called sportsmanship. this whole art things sounds like sour milk to me. i mean honestly, if you got that combo of arts wouldn't you use them and feel good about the ensuing victory. of course ya would, so why wail when somebody else gets to win with it. as the saying goes, the sun will shine on a dogs @$$ at least once in it's life. that's one of the coolest thing about homm, once in a while the dice will fall just right and some crazy good player will go down in flames because some combo of arts or other lucky happenstance, like 75 titans joining through diplo, will blow them off a map.
ps.
those titans did join me and an old general named Yawacko cried to the moon after. went so far as to have the map edited so it couldn't happen again as i recall, what a poor sport

I don't think you should ban any item. This will have a chain reaction, to ban other items or add new ones, imo. I think game is well balanced. Though about the luck, you make your own luck, I dont believe in luck .

now i figured why koar stayed hidden all this time, those words of wisdom required time to reach maturity and finally be reveiled to the mankind 
on a more serious note, are you gonna play again? well, "again" its not a totally adequate word for describing clicking here and there on the battlefied, randomly, but i assume the risk and consider him a real player ....sometimes

Our score teacher is 2-1, that does not show you are entitled to teach.. me something  . I challenge you to play me next days 10 games, and see afterwards who teaches.. the other. What do you say ?

Definetely some items/artifacts in this game, especially combinations of them, are way out overpowered hands down.
The player who gets them does not "deserve" them any more than a guy who won at the lottery doesn't "deserve" the prize. Random is not strategy, and IMHO Heroes should be a strategy game if I recall, not a lottery game.

not a lottery?
yer kidding right death guy? this is a strategy game with elements of luck involved. from every chest you open to every pile of resources ya pick up it's a crap shoot. you don't even know what heroes will show in the tavern or what spells in the mage guild. there's tons of lucky happenstance in this game, that's what gives it it's spice. this isn't chess. you want chess than go play chess. ya want homm and all the good and luck involved then play homm. vive la homm!!

is it fun if the game has the following artifact generated randomly:

Yes random adds a whole lot of surprises, but too much of it gets real bad. for example, going in the extreme direction, you could have your hero's movements being directed randomly how strategy is that?

chess was just a for instance, i could have used checkers just as easily as an example. never meant to imply you were one of those filthy good fer nuttin backstabbin chess players!!! i know how angry that can make a guy.
