Well.............. we are likely going to need a powergamer, or somebody with a good B skill due quirks. Look at Rorona Zoro, he got one heck of an inability against higher stats and he is not stupid.
Luffy is a dump combat character, with Charisma instead of Int(think GURPS).
Sanji is almost a dump character, lower Int and stats than Zoro. But not so quirky, except the fact he got 1 major quirk.
But really, we need a dump character. With a good background.

Profession: Navigator.
Personality: An easy going, party loving, drinking man. Gets drunk extremely fast, but never passes out because of it. Very honest and naive, to the point where he can't lie and takes everything that is said to him as granted. Likes to make friends with people and is extremely loyal to them. If, however, he discovers that someone lied or betrayed him he becomes as vengeful as he was loyal.
Likes: parties, alcohol (the stronger the better), friends, free time.
Dislikes: liars, betrayers.
Weapon(s)/Power(s): John is a drunken fist master - the more he drinks the better he gets. He always carries a small flask of some potent drink with him. His "ability" to get drunk fast and never pass out, makes him a very dangerous fighter.
History: John Daylett comes from a long line of marines. He enlisted because that is what was expected of him. His easy-going, undisciplined nature never sat well with his commanders, but his results were always good and his ability to easily maneuver every ship were enough to get him promoted time after time. He himself never really liked being a marine, but he believed that he helps protecting people and served with loyalty. He was stationed last somewhere in the beginning of the Grand Line. One day, John was stumbling half-drunk across the base and overheard a Den-Den Mushi conversation between two highly ranked officers. They were talking about the last Buster Call and the atrocities it brought. John didn't understand much and went to his room to sleep off the drunkenness. When he finally awoke, he realized what he heard the day before and became enraged, because he felt betrayed by the World Government . He snuck into the harbor, stole a small but swift prototype marine ship and fled the base. The World Government put a relatively high bounty on him, not so much because of his abilities, but because he was a traitor and stole a valuable ship.
Dream: John dreams of finding a group of pirates and with their help hinder the World Government in every way possible and maybe even destroy it one day.

A dump character is a character where something is dumped. The usual explaination in in A-RPG's where Charisma and usually INT is dumped to ridicule low levels since they can. They compensate with insanely high stats in what really matters(combat stats).
Charisma is usually the dump stat(can be set to 0 without any noticeable problems), but INT and Wisdom is common victims to this depending on the game(you can't communicate with low wisdom is an example, if there are no catches they are dumped).
But since this is One Piece, every single skill will be more and less usefull. But a character that can't do anything but fight would be a OP dump character i guess.

Our captain can be a dump character I guess, whoever takes this role. If count out my navigation skills, I guess I can be considered somewhat of a dump character too - very naive and trustful = low WIS (or is it INT?).

Now that I think about it, I'm more of a helmsman than navigator. So if anyone really wants to be a navigator he can do it. If not, then I can double as both, since they are somewhat connected and we're a small crew anyway.

personality: your genuine psychopath, Every cackles madly as he orders the execution of captured marine families and giggles to himself when he is alone. unhinged, he never looses his temper, because he sees the world as all in on some demented joke.
likes: death, carnage, anarchy, jokes and adventure
dislikes: a concept of a pirate king, as he believes that pirates should bow to no man.
weapons/ abilities: Every has eaten the Toy Toy fruit, turning him into a toyman. His powers mean that anything he touches turns into a toy, where he can change their size and shape. In addition, anything non living he can turned into a living creature. for example, if marines were facing him with guns, Every could turn the bullets into ants, turn the guns into water guns and the marines into subbuteo peices. he has used this power to turn three seperate towns into snowglobes and keeps them on his ship, the high loon. he's also fairly skilled in any weaponary he uses.
history: unknown, generally thought of as a west blue pirate, he went on to removing three towns off the map whilst killing thousands more. pirates, marines, citizens, they are all fair game to him. only recently realised as a possibly huge threat to both the marines and the pirate king, every is a wanted man, grinning his way round the world.
dreams: to send the world into the anarchy.
notes: Every collects a crew of madmen and psychopaths, including cannibal Astrad, a piranha fishman who uses swords, Tatters Mepala, a woman in rags who worships the trident she weilds with brutal efficency, Deadshot Jeklam, a gunslinger from the south blue who always hits a target, Bostark the flayer, a silent slave driver whose only reason for being there is because every turning his stomach into a time bomb, and Reed the firefly, a pyromaniac demolotion expert with fireworks.

If I am elected GM, then I will just tell you now. I will be open too suggestions for villans/NPCs, Islands, story arcs, etc. and if you ask for it, you may have the GMship.
I decided that I might not play the character I made, but we can rather use him as an NPC of some sort.

Thank you, BETA. There's no reason to abandon your character though, I've seen many examples of playing GMs and it works out fine.
As for players, Veco should be in too, I've HCM him already. I'll send HCMs to Azagal and Omega, but I doubt they'll come - I haven't seen them RP in a long time.

It's not that, it's the fact that its something about my character that bugs me. SO I'll make him an NPC and instead play another character. That is what I meant.

So...that means he is your main character? That would be a problem thou...as we now have 5 confirmed players:
3 to be a "good guys" pirate crew.
1 to be a marine.
1 to be an "evil" pirate...
We would prolly end being spread out for all winds and stuff, if ya know what I mean...
Ofc problem is auto-solved if that guy is an villan you would like to RP while RPing some main character(if you feel confident in multi-RPing...)

Veco is confirmed as well, he just needs a little more time to create his character.
I think we can manage like this. We'll have a 4 man main team, one man who represents the marines and one man who represents the evil pirates. It might be hard on Sir_Dragon and bixie, but if they have no problem RPing on their own that it's fine by me.

Alright, all accepted. I'll create my character and a character/statistic overview thread tomorrow. And the IC thread will be out before Friday.
So thus far we got:
4 good guys(diablo insists he is "Neutral and Naive" )
1 Marine
1 Evil Pirate.
+ my hordes(and whoever you guys want to add to the list) as various NPC characters.
