I would like to point out a single player map called Mercenaries, had lots of fun playing it. Or is this a multiplayer maps only thread?

Doesn't count Best maybe not but you could probably name a few that you prefer. I can't pick one either because each map has something missing.

Check this thread: link you'll find all the information you need to start making your own templates (plus with 3.1 you can now have the Tear of Asha and water which was impossible before).

Indeed but outrageously random and not balanced for all factions. Dungeon walks over most others there plain and simple.

if you are sylvan and 75 assassins or stalker are guarding your wood, you'd better pray slow walkers are guarding the wood mill by the second town

I think Alzarse con el poder (Raise with the power, I suppose is the name in english) is the best map. I like very much because it has enough towns to capture and you don't win the game if you get the Asha's Tear and construct the ultimate building.
I would like it much more if it had underground trails and towns, but it's enough to have a good time.
