Skills Balance

With the great amount of help from BAD, it has become possible to change the value of skills in H3.

I currently have these values in my game:

Mysticism:
Basic 4 (2 spell points are regenerated without mysticism)
Advanced 6
Expert 8

Scouting
Basic +2
Advanced +4
Expert +6

Sorcery:
Basic 10%
Advanced 20%
Expert 35%

Logistics:
Basic 5%
Advanced 10%
Expert 20%

Learning
Basic +15%
Advanced +30%
Expert +50%

Resistance
Basic 10%
Advanced 20%
Expert 30%

Eagle Eye
Basic 100%-lv2
Advanced 100%-lv3
Expert 100%-lv4

Necromancy
Basic 5%
Advanced 10%
Expert 15%
------------------------------

What would make these weaker skills balanced in your opinion?

I dont feel that all skills should be as balanced as possible but some changes would be improvements imo.

Mysticism:
basic: 3 sp
adv: 50%
exp: 100%

Scouting:
basic +2
adv +3
exp +4
(a +6 beam would be insane imho)

Sorcery:
ok change imo

Logistics:
I wouldnt change it

Learning and resistance:
Ok changes imo

Eagle Eye:
Should also be able to learn from ogre magics, master genies and faerie dragons
Basic: 100% lvl 2
Adv: 100% lvl 3
Exp: 100% lvl 4
If you have an art or are a specialist you should be able to learn lvl 5 as well (or something like that).

Necromanzing: hard to say

i agree with maretti's eagle eye. that skill should be made more attractive, if only because of the sheer amount of heroes that specialise in it (1 per faction i believe. WHAT was 3DO thinking!??!)

Proposed change to navigation.
apart from the distance bonus...

basic: 75% penalty for boarding/unboarding ship instead of all movement penalty. Extra 1 attack and 1 def on sea battles.

advanced: 50% movement penalty for boarding/unboarding ship. Extra 2 attack and 2 def on sea battles.

expert: 25% movement penalty for boarding/unboarding ship. protection from whirlpools. Extra 3 attack and 3 def on sea battles.

Navigation specialists gain 1 extra attack/def point for the duration of a sea battle per every 4 levels.

Interesting changes, though a few skills might be too strong. Could you share how you where able to alter the skill values though? It would be nice for those interested to have knowledge of how to do this themselves

I don't think any numerical tweak can help skills like Eagle Eye or Learning. It would be best if those skills were simply removed from the game.

Necromancy was nerfed by half in HotA and it seems it was on the verge of overnerfing, actually (they did halve ALL sources incl. necro amplifiers, though). At least it's not heavily overnerfed, like Conflux

Most of them don't know much about what they are saying... Notice that Maretti (one of the best players in the world) mixes learning level 5 spells, probably doable hacking the instance with Assembly, having better chance to learn, change a value on a table and learning spells from Ogres and Genies, something for the HotA or the VCMI teams.
Guess only him is active right now.

My old thought was Eagle Eye needs change, it's expert for 5lvl, but same 60%, and then advanced for 4-3, and basic is 2-1lvl. Simply! Nowadays all is ok, when I finally understood skills as long ago as 2004. If Town Portal is the same H4, etc you need Eagle Eye.
