What about a more radical solution?

Atk:         8          
Def:         3      
Dmg:         6      
Inn:         14              
Spd:         5              
Hlt:         14          
Sht:         16

Force arrow.
Ignore 50% defense.
No range penalty.

hmm never tried too simulate this solution But i think the only thing that needs change is Force Arrow and the number of shoots

Yea, 14 init for fast, reliable damage at any range vs any creature with first strike (in the sense that it gets to shoot first almost all the time) - but considerably lower damage.

It would become a very special kind of shooter, really different from master hunter. The damage should be lower in the long run (or at least in short range), however.

Not sure if my numbers accomplish that task, since I didn't make enough calculations. Maybe defense reduction is just too much. What about giving it more attack, but forget about defense reduction?

Or just giving it less attack instead :-)

init 14 LOL i didn't noticed that at first sight so it will be overpowered

Well those tests are not really relevant here (they are made for entirely different statistics), but if you mean I should you the same tests to balance stats, that's ok. I won't do it, however, that kind of tests would take hours on my comp.

Here you go then:

Attack: 4
Defense: 6
Damage: 6
Init: 14
Hitpoints: 14
Speed: 5
Shots: 16

Shooter, force arrow, no range penalty

Force arrow = 30% defense reduction, knockback

more than half the battlefield - 25% ignored defence, less than that - 75% ignored def
