Map making - Balance

I'd like to know the opinions regarding overall artifact distribution.

Suppose the map (extra large) does not allow any 'uber' artifact (alliance, angel wings, Arm Blade...). Let us say the map is distributed like this:

Tower has a hero like Orrin (or the one with +5% to Archery);
Swamp has a hero like Tazar (+5% to Armory);
Barbarian has Cr Hack
etc...

Would consider overkill and/or boring to place artifacts that would increase those particular skills even more? Would you rather try to balance out, eg, Crag Hack would have access to the best defence artifacts, Tazar to the best attack artifacts...? Or would you rather have it left totally to chance?

When I say placing I dont mean just leaving them guarded by level 3 creatures...

Bit of a shame that nobody has answered this yet. I'm just a newbie player, so I can just give some passing newbie thoughts:
I'm not really convinced that artifacts that enhance the strong points of a hero would be unbalancing. Wouldn't it leave Craig Hack vulnerable on defense and weak against magic if only his offense was good?
I would probably put the weaker artifacts within easy reach of players, but put the stronger artifacts at awkward places, well defended, where not a specific colour would be favourite to get to first. Also you can make these artifacts the reward of completing a quest.

thx - probably many ppl read many similar questions in other threads. i just thaought the search here sucked, coz it always got me 3,000 answers opr so to something very specific (and from other HOMM series).

i guess what would really unbalnace would be some of the uber-artifacts, like bow of sharpshooter, angelic alliance or armageddon blade. but i agree that artifacts of the highest values should be placed somewhere, where no specific faction would have it easier.

Still, it makes more sense to deliberately place some necro enchancing arties closer to necropolis, bow stuff close to Towe, etc...
