Yes, the number of posts is not important, the quality is. See Geny is a 'spammer', but he is a quality Spammer, so it is all good. Spamming is not in itself bad, if done right, it can be entertaining. It is when the quality starts getting washed down and it gets into good threads and kills it that we have to put a stop to it.

About 'quality post' I think -QP or +QP is kinda subjective

I've seen someone got a -QP for a post that i think it's just alright (he has the same opinion with me).
So I think a -QP still kinda subjective

A rare case. There is a history behind certain posters that make them more susceptible to penalties and of course the way they voice their opinions matters a lot. Either way the CoC is crystal clear about what is safe and what not, push the line at your own risk

ya I dont think many negatives go out because of.. opinions.. but I only post now to say when mods issue a negative there's sometimes an edit behind the scenes.. I think you have to subscribe to some kind of magazine to know what was really said.

The only person i was not ignored in this entire community is "The Death".I hail him for that and he will probably be the only one i wll remember.
Others taht came to contact in a very little sense,not more.Some others were "less" pleasent for a me.
