Clarify the Tavern
I feel the Tavern of the Rising Sun should have a clear description of what it's for, because there's a flurry of threads that keep getting moved and deleted from it, and it seems a lot of times the people don't even know why. The description on the main page just vaguely says "Have some ale, tell us your story" and there's not really a fuller description than that in the stickies either (unless I missed something obvious). There's a random garble of things in it ranging from personal stories, to semi-spam, to games, to comics, and everything in between.

Yep, that sounds right 
Just keep the spam to semi spam at worst. It’s a place to have fun and get together, but not a place to just try to raise your post count with a flurry of nonsense.
Games are allowed depending on the nature of them, if it’s a game just to spam then it'll go to the VW. Posts with topics that might be found in OSM are fine in tavern too, and I'll usually only move them if the majority of the posters would like it moved.
The basic rule is have fun and no spam, if replies are coming in just as pictures, or one word/ smiley - I'm going to send it away. If the thread shows promise and gets people talking, then I may keep it.
Re: Comics and such - if there is something that a lot of the members find fun - and will have re-read value for future HC'ers it may be moved to the Tavern so its not lost.
Re-read value is key, which is why all the pictures and such are frowned upon - as much as they may seem brilliantly funny to you at the time, a red x really never tickles anyone's funny bone and generally that's what they become. So threads which are chit-chat or games that no one will care to read back on in a few years will always go to the VW

The Tavern is a Tavern . some come and say smart things, interesting stuffa bout adventures or so, other come for fun. But some go in get drunk, make riot and get throw out right back to VW where there belong ....
The tavern could also be cleaned there is sooo much old stuff there, and it is the biggest part of HC
