You do not have to surrender your weapons, since it won't matter if you all have powers anyways. Just go with you are introduced into the main lobby by Geoffrey.

Name: Scarlet Pia Eline Cecilia Irine Annemarie Ligery
Alias: S.P.E.C.I.A.L.
Background: Was attacked by a group of men on the way to school with her friend when she was 11. The men beat her up and killed her friend. She vowed eternal revenge on men. An ancient golden dragon of vengeance heard her dedication and approached her offering a deal. She would take the dragon and release it from it's otherwordly prison and she would grant her absolute power. She agreed. The dragon then entered her through her right eye causing her enourmous pain and scarring her for life. Little did she know that the reason she had been attacked was her friend who had the power to alter the world. She resided the next year in coma in a hospital. One day her eyes just popped open. The nurse checking on her screamed and ran off after seeing her right eye. She immeaditely demanded a mirror. In the mirror she saw that her right eye had been replaced with that of the dragon. A deep golden reptilian eye with a flame burning in it. The area around it was also scarred like fire had burned it. Her looks had also changed from those of a 11 year old brunette girl to those of a 21 year old bright blonde woman of gracious figure. As an icing on the cake a single claw mark ran across her right eye and cheek. Now she wears an eyepatch to cover her right eye and the scarring around it. The eye indeed isn't her own. It is that of the dragon of vengeance that sees through all. This event also altered her in other ways. Her psyche is now fused with that of the dragon making her impatient, ruthless, bloodthirsty and greedy. The dragon that she made deal with fused with her giving her the ability take it's form and granted her some other strengths. She started using her powers as a vigilante killing men assailants in the city but the bloodthisrt was too much and has been killing "innocent" men too.
Physical Appearance: Her + A scar over her right eye and an eyepatch
A blonde well endowed woman of godly gorgeousness. People would kill to look like she does. Even with the scarring that she has under her eyepatch and the one long scar running across her right eye and cheek she still looks like Venus came down to earth. Likes to dress in clothes that run along her figure and leave her lot of space to maneuver. Wears a black eyepatch of an elliptic shape.
Weapons: Carries a curved dagger with small sai like second spikes. Rarely ever seen actually where she carries it before it is too late.
Lair: Lives in a mansion outside of town with her servant, Mindy, who is a bright sincere young woman with a racing hobby.
Age: 13½
Powers:
- Can transform into a majestic gold dragon.
Traits:
- somewhat beyond normal human capacity in strenght agility and endurance
- is pretty good with martial arts
- despises men by default
- greedy, ruthless, impatient, bloodthirsty
- no idea how to use most machines
- if her eyepatch is removed she flips into rage
- looking her into her dragon eye causes most people to shiver in fear
- falls asleep after transforming back from dragon form, time is dependant on time and power spent as a dragon

2 things.
1. This isn't like Galaxy Rangers where celestial beings or fantasy elements exist. Sorry, but this is strictly sci-fi. However, I'm sure you can find a loophole.
2. New Constantinople is in Virginia, USA. There are no castles in America, let alone Virginia. A mansion would do though.

@wog_edn: no problemo, but no like immortality side effects. Extended life is cool though
@JoonasTo: Lets not get in over our heads here. We don't want to go the crazy cross dimensional insanity that Galaxy Rangers is going through. Keep it a little more down to earth. Eye thing is fine if you really want it. You can have it so that another super did something or the happy nuclear waste thing.

Well yeah, I am trying not to make him too powerful .. which I always tend to do. So yeah, I am limiting it to physical wounds within some seconds (depends on the damage taken). Broken bones will take hours, and can't heal brain damage, reattach limbs, withstand blackouts, etc...

I noticed the IDP, dimension cross revel, who knows how many celestial being things... Is kinda too much for me at least.
Nuclear waste is too lame. And it wouldn't fit the story. The idea is to make her gain the powers because she vowed to take revenge. Maybe her friend was a mutant who could alter the world? That would also make a reason why someone wanted to kill the girl in the first place and not bother killing her. Now it doesn't really matter how that came to be. The main thing is that S.P.E.C.I.A.L. thinks she made a deal with an ancient dragon. What the truth about her transformation is completely irrelevant in practice.
Manor it is.
Good point about USA btw. I hadn't really thought about it before but there aren't any castles in the whole america are there?
Just living in a town with a castle my whole life it's always been so obvious that there are castles around.
