Time Warp and Photon Overcharge ners are nice, surely they'll help. But:
- Ghost upgrade removed, if the trends goes on by LotV there won't be upgrades
- They realize the Swarm Host is a problem ---> let's change the Tempest then.
What kind of logic is that?

Not so weird. I'll explain:
- 'Half' of the Terran Armada is gone. They went to either Europe (Jjakji, Mvp, YoDa, ForGG, MMA) or America (Polt, TaeJa, Heart, aLive, Bomber...). Surely not all, but a bunch of them'd made into Code A and Code S too.
- Map pool. Frost and specially Yeonsu are very cheee-favored maps (anyone said BLINK?). If you add to the mixture Daedalus Point (currently is something like 6-0 in PvT, and that's not the worse matchup of that map xD), Heavy Rain...and Alterzim Stronghold seems PvT favored too.
- 'Bad luck' of some strong Terrans like TY, INnoVation or Flash in Code A.
Personally I wouldn't say there's a balance problem, but more of bad luck and bad map pool - new maps haven't been tested before in any other tournament.
Oh, and as you mentioned, T are strong in Team Leagues as for lately - Proleague a good example of that, with the Top 3 more victories being Terran
