Yes, or the XCOM series. I wish more "modern" games would have turn based tactical battles. Ultima 1-6 had turn based battles too.

You know that the reason we have TBS in the first place because technology didn't allow RTS?

Sure because chess would sure work as a RTS game. 
Most RTS battles seem to be just throwing lots of troops at the enemy rather than any real battle tactics. There are exceptions.
While King Authur the Roleplaying Wargame is turn based on the adventure map the battles are RTS and you do need to use battlefield tactics in that game.

Exactly! Centuries ago they lacked the technology to make chess a real time strategy game.

Try classic Adventure Games, tend to be all about thinking and solving puzzles. Indiana Jones & the Fate of Atlantis, Monkey Island 1-3, Day of the Tentacle. *nods* Good games.
