Problem in map editor

Hey ,
I making a map in H3  now , and I wanted to ask : what can I do so that the player can not collect troops from the town ( you cannot build any buildings )

Town properties -> Buildings -> select each creature building and untick the "enable" button

Or you can press the "disable all" button in the same place
