Steam workshop does not support uplay account?
So I pre-ordered the game from the offical website which linked me to uplay platform. I asked ubi-moshi moshi how to get accessed to steam workshop with uplay account, he replied it's only for steam users. I'm so disappointed about this, I brought the same game and missing some functionality.

Well...of course, it can not work under Uplay.
Uplay is a web based game client specifically designed for the games made by Ubisoft.
Steam is an overall web based game client for all PC games that can be bought online and distributed directly to that specific client/buyer/user. Uses only digital download apps and games as marketable products.
Uplay = game client and, Steam = game client that have their own interface and functionalities.
The advantage of Uplay is that it also works through the Xbox 360/One console(s). Steam can not. Unless you get the Steam console that just got released onto the gaming market, a week or so ago, that is an entire other story altogether.
Conclusion: The user/buyer of any electronic/digital game has to chose which one of these game clients to use according to your own choice of game = PC or Console. Which of the clients Ubisoft prefers to use? their own one, of course = Uplay.

Now, all 7 titles can be played on Windows 10 Home/Pro Editions. Thanks to the good ole' Gog.com people, all the series can be played on any decent multi-core PC.

It sucks UPlay users can't use Steam Workshop.
Maybe one day you will be able to activate your game through Steam to add it to your Steam catalog, not sure how they would handle that.
I buy everything in Steam so it's no issue for me and I am super pumped for the workshop, but I feel your pain.

Finally Ubisoft feels like it's working for the people. I mean isn't this ubi just screaming: "DO NOT BUY THIS CRAP FROM OUR USELESS UPLAY, YOU CNA ALWAYS DO BETTER BY USING EXTERNAL SERVICES LIKE STEAM THAT ACTUALLY WORK! THOSE THAT BOUGHT FROM THE U-PLAY DESERVE TO BE PUNISHED FOR BEING IDIOTS!!!!!"(yes the typo is there on purpose to show the professionalism of Ubi)
PS no offense meant to anybody, I bought my copy from u-play too

I don't really play games except league and homm, I play since heroes2...I like this series so much so I buy my copy from official website, trying to contribute since they said they had low budget =_= I don't know anything about steam and uplay.

Now they need to add workshop to heroes 3 hd edition as well and make HD Remastered Heroes 5 with improved graphics, new voice over to all scenarios (possable this time arround with no diferent voice on the expansions) steam matchmaking and steam workshop and i will be very happy

Lol, give me H5.5 with 2015 graphics NWC-like inspired, replace Ashan units with something decent instead (scrap Ashan altogether it's simpler), add a few tweaks to the lineups like replacing Green Drag with Phoenix, I will throw my money and give excellent critic.

Ubisoft has been implementing both PC gaming and console gaming for a few years already. Starting past the 2010 threshold, I believe.
I do not think that they are able to break a deal through the Japanese console makers though(Sony's playstations and, Nintendo's various types of full size and compact game units).
Uplay works a little bit different from Steam but, not so much as to completely alienate players from one to the other.
Good thing you ask this, rather trivial, question. It could bring other answers that I, myself, did not know about.
