Sorry, that's not the case.  Gus Smedstad (Smedstead? Lead designer on Heroes IV) commented on that thread over on the Heroes Round Table, and said the Memory Leak and AI problems were not related.

I must say that I have had very little trouble with slowdowns and it has NEVER crashed on me, even though I have an antique system (AMD K-6 at less than 400, but 316 meg of memory) but I also turned the sound off the first time I started the game and have never heard it

Every time I have had slowdown problems, it has been in battle, and outside of the battle it returns to normal speed.  I don't think it has anything to do with the AI either, it seems to have to do with graphics as opening the spellbook can take close to a minute.  When I get the slowdown, I must reboot the computer to get it back to normal.  I also have not experienced this since the latest patch.

As far as AI problems, it seems to be fairly effective at lower difficulty levels.  I have found many maps to be EASIER at highest diff as the AI is too scared to do anything leaving you most of the map.  I do find it strange that the AI would send out 15-20 imps or sprites to scout or pick up loose resources, as they can do almost nothing in a battle so 1 would work as well.

As to the quality of the game, it is the first time I enjoyed playing BOTH versions.  Since I got H3 I have not played 1 or 2, but I now play both H3 and H4 depending on the type of game I am looking for, and this is not only because of playing H3 multi.  From what I have seen, I think maybe H3 will be better multi anyhow, but I have not had the chance to play hot-seat as I know of nobody locally that plays any of these types of games.

Anyhow, just putting in my 2 cents

flashman is right - the CPU quality doesn't have much to do with the available RAM or space on the disk but has an overall influence on the total behaveiour of the system.
I really wonder if I try to play HOMM4 with 64Mb of RAM what would happen - the comp would just make a few moves and then ...nothing? I don't think so ...
The AI power could be connected with someting like the upkeep limitations in Warcraft III, but on other level  - if you take too long to finish a game, the comp "realises" that you <<don't have IT in you" so it helps you by being stupid... hmm what if 3do thought of that - but it's not likely - feel free to think that's a lame suggestion

About the memory leak...

I think that I've seen what was said earlier about as the game goes on, the AI making poorer and poorer decisions. At the end of a game I was playing, I saw two AI armies stuck motionless because a thunderbird was directly on top of a Hero. They would have stayed like that if I hadn't decided to put them out of their misery
