In HotA I would probably go with Tower, if there are plenty of resources and time to build up your town.
Castle and Conflux are also up there.

I personally would go for the Deemer / Dungeon setup. I like troglo in the beginning, the easy extra mana for showers... early shooters ain't too bad, minotaurs are GOOD, and well it's a different play style cause you will rather go capitol + dragons, trying to survive and build the economy meanwhile.
Scouting it turns out to be a good starting skill, an overall decent skill I'd say considering hota buff, plus you get good chances of both earth magic skill and spells. If you are lucky, you might find armageddon or town portal in your mage guild and it's gg  )

RoE the best is castle. AB conflux.
But necro with sceleton mass spawning is overpowered. And if you found cloack of undead king (its relative easy) gameplay is completly destroyed.
Personally for me favourite is AB. I started playing 20 years ago. First city conflux and AB. It was like storm. Completly beautifull game and it is to present day ;0)))

All the same. Ok you can say what I belonged:
Castle
A very easy, when pikemen, archers and griffins go to sawmills, etc. Then Crusaders, Zealots, Champions and Archangels go to against enemies, because later on join to Titans, etc Expensive team, but Air/Water and Logistics, warrior skills and Diplomacy.
Rampart
I protect to Grand Elves or I loss the whole game due to lacking experience from neutral. If Grand Elves are dead, I hope Earth/Air, warrior skills and Logistics for Armaggedon. My powerful Grand Elves and Gold Dragons.
Tower
Expensive team, but Air/Earth/Water, and warrior skills, Diplomacy and Pathfinding. Join to Phoenixes, Arch Devils and Archangels for speed against neutral. I'm using Master Gremlins and Gargoyles go to sawmills, etc Then heroes use a DD, diguised and View Air.
Fortress
My powerful troops are Mighty Gorgons, Dragon Flies, etc against enemies by tactics Then join to all 7 level. Skill must be Earth and Water also Diplomacy, and then Scouting world belongs to Pathfinding, Logistics, then Armorer. But I collect resources and artifacts without anger attacker by RoE learning.
Inferno
Yes Earth and Fire without Magogs, for example. Inferno isn't a Rampart. To tactics and collecting a demons. My powerful troops are Archdevils, Sultan Efreets, Pit Lords, Demons and Cerberi. A legendary Armaggedon party in a row.
Necropolis
Only I need Horde of the Skeletons, 8 Vampire Lords and 6 Liches go to adventure. I buy and join for skeleton transformer. In a 2-4 months I have +2500 skeletons, but depends on map or my mood goes to bad by RoE learning. My powerful troops are Skeletons, Vampire Lords, Power Liches, Dread Knights and Ghost Dragons aka I know how to use them. Adventure? Example of Air, Logistics, Diplomacy.
Stronghold
Yes only I'm taking Attack skill as Fortress by Defence. Go to magicial immune. My Behemoths and Ancient Behemoths. Join to all 7 level.
Dungeon
Great the Tactics, but Earth and Fire, and then power.
Conflux
The snow team due to resurrection. But normal maps say Conflux is a very powerful. I'm using a mighty heroes.
Cove
?
I'm 43yo now also I'm schizophrenia.  Young time I was an elite player. My ex-nick name were Anonymous and Hexis. I also played over 20 years.

But in all seriousness, stat-wise I don't think anybody is going to argue that Conflux isn't the best. However, I have found when playing XL random maps (which I usually do when not replaying campaigns), that the Stronghold or Fortress towns are my favorite. Stronghold grants you the earliest access to a level 7 creature; for Fortress, level 6. Additionally, Fortress' Bron the Beastmaster is the only one who can start with a level 4 creature, allowing for rapid clearing of early monster stacks. These early advantages make them my favorite.
If Conflux is out of the picture, however, then I imagine Castle is going to be a strong contender because of its Archangel.

what's your definition of "best"? Because for me, I like the demonic looking inferno, and castle gate. Plus the devils are really nice end-tier units despite the high price... but hey, no retaliation, high speed, can fly!
I like most of them but necropolis is overrated, people underestimate how important movement speed is. Skeletons make your hero move x2 as slow as others, plus they die too easily, so slow, can't fly, can't shoot. Can't take other units because their morale gets lowered, and no estates for death knights. Meh
Apart from fortress awesome theme song, fortress and stronghold are the weakest. They suck. You need quick units that can shoot or hit the enemy before they hit you. Big movement speed to move your hero around. And nobody needs the insanely expensive tower units. Plus you start on snow with tower, it's a huge problem if you take units from another alignment. Same with fortress. HUGE PROBLEM.
Movement is EXTREMELY important

It also depends on if there are thousand of creature banks or zero and if your starting area is native terrain or not.

Castle is the most OP town in hota as showed by gigel skeleton 100 weeks growth videos
but that makes it the worst not the best

Hmm Castle? Because of primary skills and creatures stats and damage. If no faster player or scouting skills in navigation, logistics and pathfinding. You can play Fortress, Rampart and Stronghold against Castle. When you get a scouting skills  Try go to far from your town for experience also small troops, if Castle comes your town, you surrender to neutral and you buy your hero back and then attack against Castle. You have more troops. Cheap solution. Remember if Castle uses TP, what Fortress and Stronghold don't have a such spell. Strategy!
