The question i want to get answer about Heroes 4 since my childhood.
As you know, we can steal artifacts, resources etc etc easily without fight in many maps and even campaing.
Question is; They have created the entire game like this on purpose?
If yes: WHY
If no: Has anyone in the company havent't tested this?

If you are speaking of stealth skill:
Yes, it's obviously on purpose and it's something to 2not have to fight", an alternate development path. Of course getting GM stealth isn't easy... specially because Stealth doesn't give that much XP, you really need to fight for that generally.
If you are speaking of just circunvaling the guardians:
Many people play with "static guards". The game wasn't meant to be played like this. This option was just added for H3 purists. But for default map balance, you should always play with mobile guards.

I have already disabled stupid Stealth and related skills in my mod and maps.
I was talking about the original game but do all the people playing with mobile guards?

You can play Return to the Avenger is MP, you can't steal artifacts Thus who will be the first to get the artifacts, and then he/she becomes OP.. Don't play H4e or MODs..

As someone who knows the campaigns like the back of my hand, I can say that the answer to your question is a bit of both; On the one hand, stealth is very much intentional and isn't even that strong. It's hard to level faster than a skill that just lets your hero kill stuff blocking your way unless you bought (or started with) a thief hero, since only thieves are offered 2 scouting skills on level up, significantly reducing the chance of getting scammed by unnecessary pathfinding or seamanship. Even then, the advantage of having a thief is pretty miniscule unless you're on an L or XL single scenario, you're playing mission 1 of Pirate's Daughter, or it's Another Bard's Tale and GM stealth is literally free.
If you're talking about how even without stealth you can often just pick items up from under the guard's nose just by saccing an army, it's very much unintentional and it's just poorly placed objects/guards interacting even more poorly with free hero retreats and splitting off single level 1 unit armies to collect loot before immediately dying.
It doesn't help that many adventure objects (such as gem/gold mines) can secretly be accessed from the back in an adjacent tile if you manually approach them rather than relying on the blatantly faulty suboptimal pathing the game suggests.
Mobile guards doesn't solve the underlying issue, it just means your army is going to get ambushed if they end turn near the guard; with a fast enough army you can still do whatever it is you can do with stationary guards, you just need to waste a lot of movement ending turn early to do so. Does this extra movement cost balance it? God no; you'd just use a fodder hero with some sprites to ninja flag stuff instead, which is honestly what you should've been doing in the first place, but now the penalty for not doing so is far higher.
Do I play with mobile guards? Yes, until I get too frustrated by yellow movement arrows not appearing whenever I load or if the neutral stack wasn't on screen when the movement begun, and I get ambushed unexpectedly too many times by high movement doomstack guards like thunderbirds. Stationary guards has a far more clear cut implementation that doesn't unexpectedly murder me. Also the AI is bad enough without getting their armies tombstoned by mobile champion doomstacks.

It was designed for mobile guards, that is the default setting.
You can't play with static guards and complain about stealable objects, since maps are designed under the consideration that enemies can move to engage.
That is my take.
